LGSETA

The Local Government Sector Education and Training Authority (LGSETA) is one of the 21 Sector Education and Training Authorities established under the Skills Development Act, operating within the ambit of the Department of Higher Education and Training. Its mandate is to facilitate training and upskilling for people working in, or wanting to enter, local government structures across South Africa. Municipalities and related public entities depend on LGSETA to help close skills gaps in fields such as engineering, finance, environmental management, and town planning, so the authority runs several learning programmes, including a bursary scheme aimed at unemployed South Africans. LGSETA funds bursaries because local government struggles to recruit qualified professionals in scarce-skill areas, and building that talent pipeline through education is more sustainable than competing for the same small pool of experienced hires. The bursary therefore targets fields directly linked to municipal service delivery, including engineering, IT, supply chain management, and town and regional planning, alongside broader financial and environmental disciplines. The LGSETA Bursary does not carry a formal post-study employment obligation to the authority itself, since recipients are unemployed applicants rather than sector employees. However, because the qualifications funded are chosen specifically to match local government skills needs, LGSETA's stated intention is that graduates go on to work within the local government sector, even though this is not enforced as a binding contractual work-back requirement in the published bursary terms.
