SARS (the South African Revenue Service) is the government agency responsible for tax collection and customs administration in South Africa, based in Pretoria, and plays a central role in funding the state by collecting the tax revenue that pays for public services. Its bursary programme, administered in partnership with Career Wise, supports students studying fields relevant to tax administration including accounting, finance, and law, and bursary holders may be offered vacation work at SARS during their studies. Separately from the bursary, SARS also runs structured graduate pipelines: a Trainee Programme of 24 months (36 months for the Chartered Accountant articles stream) covering fields such as BCom Tax, Accounting Sciences, Internal Audit, IT, Data Analytics, Legal, Economics, and Engineering, and a Graduate in Training Programme open to unemployed graduates aged 18–35 — both of which can lead into SARS's talent pools used to fill permanent vacancies.
SARS funds bursaries and graduate programmes because it needs a steady supply of specialised, technically trained staff — tax law, forensic accounting, auditing, and data analytics are scarce skills nationally, and as a revenue authority SARS competes directly with the private sector for the same graduates. Investing in students from an early stage builds a talent pipeline suited to its specific mandate.
Publicly available SARS bursary materials do not describe a mandatory post-study work-back or service contract for bursary holders; the emphasis is on vacation-work exposure and voluntary entry into the separate trainee and graduate programmes, which can lead to permanent placement but are presented as opportunities rather than binding obligations. This differs from the compulsory service contracts used by some other state entities.
