Ubuhlebezwe Local Municipality is a local government authority in the Harry Gwala District of KwaZulu-Natal, seated in Ixopo. In May 2025 the municipality was formally renamed Johannes Phumani Phungula Local Municipality, in honour of Johannes Phumani Phungula, an ANC and Umkhonto weSizwe struggle veteran; the former name, Ubuhlebezwe (isiZulu for "the beauty of the land"), had itself been drawn from Alan Paton's novel Cry, the Beloved Country. Both names refer to the same municipal entity and area of jurisdiction.
As a local government body, the municipality funds a community bursary programme from its own budget as part of its public-service mandate to build the district's skills base, rather than as a corporate social investment exercise. The bursary is open to students residing within the municipal area and covers tuition fees, prescribed books, accommodation and meals for study at recognised tertiary institutions, with priority given to applicants enrolling in fields the municipality has identified as priority skills for the district. Applications are administered through the Municipal Manager's office in Ixopo.
