State Information Technology Agency (SITA)

The State Information Technology Agency (SITA) is the state-owned entity established under the SITA Act to consolidate and provide information technology infrastructure, systems and services to South African government departments, provincial administrations and public entities, based in Erasmuskloof, Pretoria. As the technical backbone behind the digitisation of public services — from home affairs systems to revenue collection and provincial e-government platforms — SITA sits at the centre of government's effort to modernise how citizens interact with the state.

SITA's external bursary programme is aimed squarely at addressing a shortage of information and communications technology graduates entering public service, with recent intakes offering around 20 awards nationally to second-year ICT students who maintain a minimum 65% average and are not already funded elsewhere. Coverage typically includes tuition, prescribed study materials, accommodation, meals, a living allowance and work-integrated learning placements. Because SITA cannot simply recruit private-sector IT graduates without competing against far higher corporate salaries, the bursary is effectively how it grows its own specialist pipeline of engineers and technologists who understand government systems specifically.

As with most government-linked bursaries, SITA's programme carries a work-back obligation matched to the number of years funded — for example, three years of funding requiring three years of subsequent service — which in practice functions as a guaranteed graduate placement within the agency rather than an open-ended commitment.
